Notification is hereby given to the public that the City of Lisbon has requested funding from the Federal Emergency Management Agency (FEMA)’s Hazard Mitigation Grant Program (HMGP) to purchase and install a residential safe room in times of emergency. This notification is provided pursuant to the National Environmental Policy Act (NEPA), Executive Orders 11988 – Floodplain Management, Executive Order 11990 – Wetland Protection, Federal agency implementation procedures described in 44 C.F.R. Part 9 and FEMA Directive 108-1. Funding from FEMA’s Hazard Mitigation Grant Program will be utilized to implement cost-effective mitigation projects.
The President of the United States has issued Executive Orders requiring federal agencies to consider environmental, human health, and safety impacts when funding proposed actions. Executive Order 11988, Floodplain Management, and Executive Order 11990, Protection of Wetlands, require federal agencies, to the extent practicable, to avoid long- and short-term adverse impacts associated with the occupancy and modification of floodplains and wetlands. These Executive Orders also require agencies to avoid direct and indirect support of floodplain and wetland development when a practicable alternative exists.
FEMA is informing the public of the City of Lisbon’s proposed mitigation project to purchase and install a residential safe room, a critical facility, within or near the mapped 500-year floodplain. The City of Lisbon proposes to construct and install a storm shelter at 107 14 1/2 Ave E, Lisbon, North Dakota 58054 (GPS coordinates: 46.4315, -97.6805). The shelter will be placed on a 10-foot by 12-foot compacted gravel pad approximately 6 inches thick and will be anchored in place. The project will provide 4.5 feet of freeboard above the Base Flood Elevation (BFE).
There are no practicable alternatives outside the floodplain that would meet the community’s needs. The community currently has no 24-hour accessible safe-room shelters. The only other available shelter option is located within the courthouse and has limited hours of access. Construction activities will be completed in accordance with all applicable federal, state, and local laws, regulations, and ordinances.
A public comment period for the proposed project described in this notice will remain open for 15 days from date of publication. If no substantive comments are received, the proposed project may proceed no sooner than 15 days after the comment period closes.
