Mountrail McKenzie Human Service Zone is seeking an Eligibility Worker (31-27-5998) for the Economic Assistance Department.The Economic Assistance Unit provides for the assessment and eligibility determination of applicants for a variety of programs by interpreting and applying complex state, federal, and county policies. This position requires knowledge of community resources and Economic Assistance programs including Temporary Assistance to Needy Families (TANF), Health Care Coverage, Supplemental Nutrition Assistance Program (SNAP), Low-Income Energy Assistance, Child Care Assistance, Healthy Steps and General Assistance.Program training is provided for this position.Applicants should have strong verbal and written communication skills, computer literacy, collaboration, organization and decision-making skills. You will also need to be comfortable working with all types of software and database applications, with a willingness to learn new technology programs. Minimum Qualifications

Eligibility Worker IRequires the minimum qualifications listed below for the "Eligibility Worker Technician" level, plus one year of work experience involving duties directly related to determining eligibility for human services economic assistance programs (including TANF, SNAP, Foster Care, Medicaid, or Liheap); or completion of the eligibility worker two-year associate degree program.Eligibility Worker TechnicianIf unable to fill as an Eligibility Worker I, we will consider filling as an Eligibility Worker Technician underfill which requires one of the following:Completion of the eligibility worker one-year certificate program.Completion of 90 semester hours or 135 quarter hours of a bachelor's degree program.Graduation from high school or GED, and three years of work experience involving processing of claims, loans, financial eligibility benefits, credit reviews, abstracts, taxes, housing assistance, or work experience in the clerical, accounting, bookkeeping, legal, financial, business, teaching, investments, financial planning, or computer/data processing fields.Three years of any combination of education and experience listed above.Selected candidate will be required to complete a fingerprinted background check in addition to a state background check which may take up to two (2) weeks to process.

The Cass Human Service Zone Family Service Department serves to ensure the safety, permanency and well-being of children and families in our community. Positions are available to be filled with designated afternoon shift hours with specialization as CPS Assessment Worker or In-Home / Foster Care Case Manager depending on candidate experience, skillset and interest.Cross-training within the team may be utilized to ensure prompt response and consistency to ensure child safety in our community. Strong documentation, communication and collaboration skills are required of individuals in these positions to maintain quality delivery of services and continuity of client and case management between teams and team members on different shifts. Afternoon shifts may range between 11 AM to 9 PM.Hybrid (in-office and telecommuting) work environments will be considered for these positions outside of agency business hours.Zone business hours are 8 a.m. to 5 p.m. Monday through Friday. Frequent travel throughout Cass County, and occasional intrastate travel, is required.Example of DutiesAssess and process referrals for child abuse or neglect.Conduct assessment interviews.Design, organize, implement, and monitor effectiveness of case plans. Identify and facilitation use of community resources and support services.Make determinations regarding client placement. Participate in emergency response, crisis intervention, and after-hours on-call service.Complete safety assessments on cases and determine eligibility for services and level of care.Develop safety plans for children addressing special needs of clients.Participate in interdisciplinary team staffing to modify treatment plans.Prepare legal documents and participate in legal proceedings, including providing testimony.

Minimum Qualifications

To be considered for this position, you must have a bachelor's degree in one of the following areas: social work, psychology, sociology, counseling, human development, education, human services, child development and family science, behavioral health, or criminal justice. Plus, one of the following:A LBSW and/or background in social work is preferred, but not required for this position. Position Classification Levels & Requirements:Family Service Specialist III (SC7004) - Job Grade 106:Two years of professional work experience as a social worker, child protective service worker, or professional case manager. A master's degree may substitute for one year of the work experience requirement. Family Services Specialist II (SC7004) - Job Grade 105:One year of professional work experience as a social worker, child protective service worker, or professional case manager. A master's degree in one of the above areas may substitute for the work experience requirement. Family Services Specialist I (SC7004) - Job Grade 105:No work experience required.
